Reading the proposal
The reader uses the official EUR-Lex HTML. It preserves the source’s wording, numbering and footnotes. Article numbers and titles are separated for display; chapter and section headings appear once in source order. Paragraph markers are fragment links. Subtly marked terms open the 16 additional definitions in Article 3(5) and eleven definitions incorporated through Article 3(1)–(4). Imported quotations identify their official source separately from the proposal’s incorporation wording; an apparent source-reference mismatch is explained rather than silently corrected.
The Commission memorandum is available beside each article (below it on narrow screens). Its grouping and references are reproduced as published, even where they differ from the operative text. Selected passages from the accompanying Communication and Analysis of impacts add policy rationale, evidence, rights, costs, risks and mitigations. These are labelled editorial associations, not part of the operative provisions or an official concordance. The document list and coverage record identify the mapped sections, deliberate exclusions and complete official documents.
Related recitals appear before Commission context. “Refers to” and “Referenced by” lists connect articles; separate source-reference notes identify unresolved placeholders and apparent inconsistencies without rewriting the proposal. The contents sidebar can be hidden, and the text/context divider can be adjusted when there is room for two columns.
Comparison with current law
Article 41 proposes an addition to Annex I of Directive (EU) 2020/1828. The proposal leaves the name as “[final name of the act]”; no completed wording or point number is inferred. References to the Digital Services Act, AI Act and other laws are not treated as textual amendments.
Coverage and limitations
The reader covers the Commission proposal’s preamble, recitals, enacting formula, articles and closing formula. The legal text has no separate annex. The legislative financial and digital statement remains available in the official source, outside the legal-text reader. Later Council or Parliament versions are not yet included.
