I am an academic lawyer, but my career started in tech. I taught myself to code as a teenager and worked in the web industry for several years. Now, I am an Associate Professor of Law at the University of Surrey and a Research Associate at the University of Oxford, where I received my doctorate. I’m also a Senior Scholar at the International Center for Law & Economics.

I focus especially on privacy, AI, and the regulation of large online platforms, but I also cover other aspects of EU tech law.

This site

EUTechReg essays and my other work on EU tech policy are grounded in a great deal of background research, which until now was left underutilized. The idea of EUTechReg Research is to make that research available to lawyers and policy professionals in structured dossiers.

Without AI, compiling research the way you see here would not have been feasible. With AI, I can open my research trove and I hope it will be useful to you—both in work you do "traditionally" and by feeding our research to your AI agents. I'm experimenting with different kinds of dossiers. Current examples include an evolving file on GDPR reform (the Digital Omnibus), but also comparisons of EU Commission's draft and final measures on Google search data sharing and Android interoperability under the DMA.

Like EUTechReg, the research here is opinionated. While the dossiers provide considerably more factual and legal detail than EUTechReg essays (and we strive for accuracy of all the details), the dossiers are both framed by my critical perspective and contain my explicit commentary.
