I am an academic lawyer, but my career started in tech. I taught myself to code as a teenager and worked in the web industry for several years. Now, I am an Associate Professor of Law at the University of Surrey and a Research Associate at the University of Oxford, where I received my doctorate. I’m also a Senior Scholar at the International Center for Law & Economics.

I focus especially on privacy, AI, and the regulation of large online platforms, but I also cover other aspects of EU tech law.

Dossiers examine one issue in depth: the law, the documents and my assessment, often with comparisons and a timeline. Examples include the evolving file on GDPR reform in the Digital Omnibus, and comparisons of the Commission’s draft and final measures on Google search data sharing and Android interoperability under the DMA.

Legislative trackers follow every provision a legislative file would change, through every text: the Commission proposal, Council compromise texts and Parliament amendments. The first follows the Digital Omnibus.

Updates records what changed in each release. The Index lists everything by act, company and topic.

EUTechReg essays and my other work on EU tech policy are grounded in a great deal of background research, which I didn’t publish. This site opens that research to lawyers and policy professionals in structured dossiers and legislative trackers.

AI made this feasible. Without it, I wouldn’t have been able to publish my background research in a consistent and useful way, while connecting it to my analysis. I hope this will work for you — both in work you do the “traditional” way and as input to your own AI tools. Every dossier can be downloaded as a Markdown file, and I can enable API access for corporate subscribers. The method page explains how I use AI and how I validate the content I publish.

Like EUTechReg, the dossiers are opinionated. They carry more factual and legal detail than EUTechReg essays, and I work to get every detail right. But the dossiers are both framed by my critical perspective and contain my explicit commentary.
