In order to ensure fair competition, innovation and consumer choice in markets for vehicle-related services, independent repair and maintenance operators, mobility service providers, insurers and other related service providers should be able to obtain effective, non-discriminatory and secure access to vehicle data, functions and resources where such access is necessary for the provision of services requested by users or otherwise permitted under Union law.

Justification

The amendment aims to ensure a level playing field by enabling independent operators, mobility service providers and other relevant stakeholders to access vehicle data on fair, secure and non-discriminatory terms. This is necessary to foster competition, innovation and consumer choice in vehicle-related services.
