As appropriate, transitional periods should be afforded for Member States and regulated entities to adjust to the rules. When defining such transitional periods and accompanying guidance, the specific needs and capacities of micro, small and medium-sized enterprises, public authorities and other entities with limited administrative and technical resources should be taken into account, so that simplification effectively reduces burdens without creating legal uncertainty or implementation gaps.
