Commission proposal

Given the technical nature of the amendments proposed in this Regulation and the urgency to deliver on a simplified legal framework, this Regulation should enter into force immediately after its publication in the Official Journal. As appropriate, transitional periods should be afforded for Member States and regulated entities to adjust to the rules. 38 Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002/EC (OJ L 295, 21.11.2018, p. 39, ELI: http://data.europa.eu/eli/reg/2018/1725/oj).

(60) Given the technical nature of the amendments proposed in this Regulation and the urgency to deliver on a simplified legal framework, this Regulation should enter into force immediately after its publication in the Official Journal. As appropriate, transitional periods should be afforded for Member States and regulated entities to adjust to the rules. When defining such transitional periods and accompanying guidance, the specific needs and capacities of micro, small and medium-sized enterprises, public authorities and other entities with limited administrative and technical resources should be taken into account, so that simplification effectively reduces burdens without creating legal uncertainty or implementation gaps.
