Source Council, 22 October 2026. Recital 29: ST 14756/26, page 28 · exact text page

It should be reiterated that further processing for archiving purposes in the public interest, scientific or historical research purposes or statistical purposes should be considered to be compatible processing operations. In such cases it should not be necessary to ascertain on the basis of Article 6(4) of Regulation (EU) 2016/679 whether the purpose of the further processing is compatible with the purpose for which the personal data are initially collected. Such further processing should be considered compatible, and should be carried out in compliance with the principles and appropriate safeguards laid down in Regulation (EU) 2016/679, in particular Article 89.
