To ensure legal certainty and technological neutrality, the Commission should adopt a delegated act to further specify the information to be provided, the technical protection measures that may be applied, and a common mandatory set of vehicle data, functions and resources to be supported where technically available.

Justification

The amendment provides the basis for a harmonised Union framework by allowing the Commission to specify technical requirements and safeguards for access to vehicle data, functions and resources. This will ensure legal certainty, technological neutrality and consistent implementation across Member States.
