As acknowledged by a Joint Research Centre report of 2018, the Commissions assessment on the need for sector-specific legislation on in-vehicle data, as well the Draghi report, EU competitiveness in vehicle-related services is lacking due to limited and fragmented competition and data sharing in markets for vehicle related services, especially for the implementation and scalability of autonomous driving and services related to software defined vehicles.

Justification

The amendment is justified by the need to address fragmented access to in-vehicle data, functions and resources, which limits innovation and the competitiveness of the EU automotive sector. Improved access is necessary to enable the development and scaling of connected, autonomous and software-defined vehicle services.
