Where amendments affect the material scope of Regulation (EU) 2016/679 or Directive 2002/58/EC, the co-legislators should ensure that those amendments are supported by a dedicated impact assessment, including an assessment of cumulative effects on Articles 7, 8 and 47 of the Charter and on the requirements of Article 52(1) of the Charter. Structural amendments to fundamental-rights safeguards should not be justified solely by general references to simplification, competitiveness, innovation or burden reduction
